Real Name: Nigel Pryce
BIO: A most unusual addition to the list of burgeoning metahuman threats, Nigel used to be an ordinary bagger at a local Megamart, with a short attention span but an incredible attention to detail. When his metahuman powers were activated by M-Radiation, his talents were weaponized, which allowed him to become a tactical component of the Dark Elite and help them on numerous acts of espionage and sabotage. Interviews at Rikers following his capture have revealed that he's not a fanatical believer in Meta-Master's cause, but only works for them because their pay grade is higher than Megamart's. If we could potentially deprogram Pryce and give him some benefits, he could become a valuable asset to the United States government as well.
Powers: Nigel has the ability to mentally scan the structural composition of an object or a person, before banishing them (or in his own words, "checking them out") to a space in dimensional limbo, where they will remain in stasis until he wishes to release them. The process of scanning them is very slow, and he can only hold a limited amount of mass in limbo (the exact amount is unknown), but the results are quite effective in the events of kidnapping, theft, or smuggling weapons and people through security checkpoints.

Deevil
Real Name: Warren Whitley
BIO: A particularly low rung on the ladder of society, Warren Whitley was a member of the gang known as the Deevils (A very unimaginative portmanteau of the words "Devious" and "Devil") until he was mutated by the M-Radiation into a blue-skinned being that greatly resembled a devil. Seizing control of the gang based on his cool factor alone, Whitley took the name of the group for himself, and became known as the Deevil. Unfortunately, his attempts to branch out into other groups failed miserably, since in the rich tapestry of powers and abilities held by the innumerable metas, his own were really quite pathetic. He managed to barely pass the initiation into the Dark Elite, and is basically a jobber for the other members of the terrorist group. After being quickly incarcerated during a botched robbery, Warren has been incarcerated at Rikers, but is expected to serve a shorter sentence than his allies due to his ineffectual abilities and relatively sparse record.
Powers: Aside from his physical mutation and claws, Deevil possesses no additional augmentations or powers. His strength, speed, and agility are woefully average, forcing him to rely upon guns, armor, and other such accoutrements for missions that involve personal risk. Really, the only thing he can do effectively is scare women and children with his ghastly visage.

Eraser
Real Name: Derek Dixon
BIO: A snobbish youth, Derek Dixon was held back many times in private school, due to a long list of "personal mistakes" that he blames himself for. When he received his metahuman powers, however, Dixon embarked on the greatest mistake of all- he decided to use his powers for evil and join the Dark Elite as their personal "Eraser". If they need a person or piece of evidence to literally disappear without a trace, he's their man. After being captured by an officer with a stun-gun, Eraser has been kept at Rikers in a stasis field that prevents him from making contact with any form of matter. Interviews to interrogate him for information have proven fruitless, mostly due to his stubborn contempt for authority. Long-term incarceration is expected.
Powers: Any part of Dixon's skin can emit a particularly destructive form of energy that disintegrates matter on contact... but only if he physically rubs it against whatever target needs "erasing" from existence. Given enough time, he could completely destroy a car, a wall, or even an entire PERSON if he was ordered to. Because of this, Dixon is a particularly dangerous opponent to go up against, and quite difficult to cage if he can do so much as wiggle his fingers. The only force that he cannot destroy his his own skin, making him immune to his own attacks as a result. However, objects hitting him, such as a bullet or a thrown rock, will usually work since he has no way to rub or destroy them before they penetrate his flesh.

These guys are just a bunch of characters that I alluded to in Conspiracy Prelude: Part 2 as having been imprisoned at Rikers Island during the events of the miniseries and quickly defeated offscreen by the protagonists. I thought I'd give them actual backstories as a result. If anybody wants to use them, they are welcome to do so.
